Summit Conservation Strategies has the policy analysis, economic research, and financial skills to assess the impact of diverse environmental policy approaches. Our approach focuses on holistic analysis of policy alternatives, using qualitative and quantitative metrics to compare options across multiple criteria and inform choices. We focus not only on efficacy – the ability of a policy to achieve its primary outcome – but also on its efficiency in doing so cost-effectively and without generating unacceptable secondary adverse impacts.  We apply these skills to problems at scales from the relatively simple, like utility pricing and rate structures, to the extremely complex, as with basin-wide multi-sector water resource planning.
